Georges Taylor Fulford, a Canadian citizen, was the promotor of the PINK pills. He bought the patent from Dr Jackson in 1890 and started to commercialize the pills in 1891-1892. It was a great commercial success and Fulford invested a lot in advertising, including these novel advertising stamp-money.
